Fast wäre es wieder an mir vorbei gegangen, das aktuelle “E-Readiness Ranking”. Seit 2000 veröffentlichen die Economist Intelligence Unit und das IBM Institute for Business Value diese globale IT-Hitparade. “E-readiness”, so heißt es in der Einleitung, “is a measure of the quality of a country’s ICT infrastructure and the ability of its consumers, businesses and governments to use ICT to their benefit.” Auf den ersten Plätzen hat sich im Vergleich zum Vorjahr einiges getan. So haben USA und Großbritannien durch die Wirtschaftskrise an Plätzen eingebüßt, während Nationen wie Dänemark (Platz 1), Schweden (2), Niederlande (3) und Norwegen (4) Plätze gut machten, “because this year’s rankings now cover ICT usage in addition to availability”. Ach ja, Deutschland ist von Platz 14 auf Platz 17 gefallen, möglicherweise, weil es fast dramatisch schlechte Werte in der Kategorie “Government policy and vision” bekam!! (die Kriterien hier: “Government spend on ICT per head; digital development strategy; e-government strategy; online procurement; availability of online public services for citizens and businesses; eparticipation.”
